Streamlining Business Processes with Data Analytics

Around the middle of March, education institutions across the United States had to take swift action to protect students, faculty, and staff in the wake of the COVID-19 pandemic. Schools were forced to shut their doors and launch online learning programs to continue education, impacting more than 25 million students.

Facing a significant decline in revenue, many institutions had to temporarily reduce part-time personnel and extend spring breaks to provide time for faculty and staff to transition students to a fully remote learning environment. This amended plan and economic impact hindered many hourly employees from returning to work, but some administrators offered employees additional leave, such as pandemic leave pay to supplement accrued sick leave.

To ensure hourly staff received accurate compensation, Karen Tobat, Management Advisory Services Director from Anne Arundel Community College in Maryland, assisted her institution in determining payment amounts for each eligible employee. Tobat used CaseWare IDEA®, a data analytics software, to join information from multiple non-integrated sources, append additional calculated fields, and identify specific criteria within a large recordset. The process of determining payment amounts for all hourly personnel first required a computation of average weekly hours, then a creation of time segment transactions (i.e., amount of time spent on various tasks), and finally an import of these time segments back into the timekeeping system. This process also revealed full-time staff who were subject to losing leave at the end of the fiscal year, as well as employees that have not recently worked but were still active in the payroll system. “Working closely in platforms such as these, you often uncover other areas for improvement,” said Tobat. “In this instance, we discovered opportunities to protect our employees and keep our databases clean and up-to-date.”

Some other areas that data analytics can help streamline business processes, improve efficiency, and increase effectiveness include:

Analyzing Financial Impact of Legislation

Data analytics can be leveraged to measure the financial impacts of legislation, including the Families First Coronavirus Response Act (FFCRA). Through the FFCRA, institutions are required to provide leave for staff, while maintaining their benefits; however, this is an unfunded mandate and insitutitions will not be reimbursed by the federal government.

Tobat’s team “analyzed the potential financial impact based on the number of employees who were eligible, including reviewing current leave balances [and those] results were provided to the Vice President of Learning Resources Management to plan and make decisions using accurate information.”

Identifying Equity Gaps

Data analytics can assist institutions with discovering inefficiencies so that institutions can achieve their strategic objectives.

Data analytics can identify barriers that exist, highlight ways to revise and improve the process, and provide valuable insights, such as:
  • Are there time delays between when students apply and meeting with an advisor?
  • How long does it take for students to register for each class?
  • How much time does the average student take to make payments?
  • Does income, race, or age impact the application process?
  • Are there any factors that stall or delay the progression?

Tobat’s team compared “data from the application process with registration, financial, demographics, etc. to see what was actually happening at each stage.” By bringing all this data together to perform a comprehensive review, the institution was able to “identify ways to improve the transition from applicant to student and reduce any barriers found.”

Combining Data to Gather Insights

Another way data analytics can be used is when a new system is implemented. For example, when implementing a new timekeeping program, data analytics can be used for validation between the system and enterprise resource planning (ERP) data to indicate any discrepancies and ensure overall accuracy. Data analytics provides the ability to extract large amounts of data from different sources and standardize, combine, and analyze based on specific criteria.

“Joining data from different applications would normally be a choppy, manual task,” admitted Tobat. “There is no sense hunting and pecking for results when you can use data analytics to combine large amounts of data and put it together to get instant results.” To assist her institution in gathering insights, Tobat was able to extract employee network activity and import it into IDEA, and using the gap detection feature, identified employees with no network activity who were not traveling nor on leave.

Data analytics software can also improve existing processes. For example, many institutions require students to pay their tuition within a certain number of days before their courses are dropped. Many institutions utilize a system-generated email, which may be ineffective in notifying students of approaching deadlines. Data analytics can pull information from various sources so that institutions can implement a more modern program, such as using text messages for non-payment notifications and track response times.

“Within an hour of the text messages going out, we saw huge spikes in the payment processing system,” said Tobat. “Data analytics allows us to pull information quickly from different sources and share our results with management. Making a few simple adjustments eliminates confusion among our students.”

Reducing Reliance and Increasing Enthusiasm

Overall, using tools, such as IDEA, enables internal auditors to perform more audit and advisory projects without relying on the technical expertise of others. Tobat explains that the software provides her and her team “with self-service, read-only access to export inquiries and pull the data directly into IDEA, without the extra layer of oversight from IT.  Not only does it enable us to identify business insights at a faster pace, but this eases the burden on IT, to focus on the more value-added projects.”

The Management Advisory Services group at Anne Arundel Community College has garnered interest and excitement from other departments, including the Controller’s Office, who is now using IDEA. New developments in data analytics tools not only yield essential findings from analyzing financial data, but help higher education institutions refine business processes and boost efficiency.
